o Brenda Stevens - Block Watch meeting on the
September 28th - conflict with the September 19th meeting? (ANS:
anticipate little overlap in subject matter).
o JW - emails requesting notice on our email list
"Dispute resolution centre", "Building resilience in Canadian Society"
- both have a registration fee.
DISCUSSION: Current policy: Items must have direct interest to Rockland
residents, e.g., City Hall News, Local events, ... Needs clarification.
ACTION: JW will review the current policy on the web site, and make a
recommendation if there is a need.
5. Business arising
• General information meeting September 19th
o -Side room at the Truth Centre
o 4 items:
• Community Association Land Use Procedures,
• Downtown Boundaries,
• Secondary Suites,
• Neighbours' issues
o Publicity: In the newsletter, on the web, and an
email message. Victoria News Group ineffective. Propose a limited
posting on telephone poles -20 copies at strategic locations.
o Extend invitation to Brian Sikstrom, Wendy Zink.
• Grace Lutheran - Pastor Brenda - not in a position
to offer space on a monthly basis.
• Anetta Saroop is their contact person for RNA.
6. Committee Reports
Land Use (zoning) –
• Hoping for a committee meeting end of September
• Shasta Place - application for variance
• 1322 Rockland –
1. Committee of the Whole had criticism - zoning
parameters clarified;
2. 2 councilors expressed support for previous
proposals that included condominiums.
3. Summary, in the minutes, is posted on the City web
site.
4. Neighbours have expressed concerns over the
deterioration of the heritage designation building.
ACTION -MH draft a letter for HP signature to pass this concern on to
the City. Mention roof deterioration, interior ceiling collapse, and
vagrants.
• FH reports that it has been determined that City
owns Lotbiniere, and so has control. Plans are underway to turn it into
Greenway, eliminating through traffic for motorized vehicles.
Land Use (strategy) –
• Boundaries: Consider other "Gateways to Rockland" -
e.g., @ Oak Bay, Lotbiniere, Craigdarroch, ....
• Jurgen Mitbrot applied to join committee to
research appropriate heritage properties. Include 50's deco, Decastri
designs, other significant examples.
• Yule Heibel is coming back on to Strategy Committee.
• Federal funds for infrastructure; - make
application for hydro underground, street tree replacement program.
• Consider strategy of seeking heritage designation
for the entire neighbourhood to forestall inappropriate development.
Communications:
-Misunderstanding with regards to new links, since corrected
-Newsletter is now linked to the web page

-186 paid for this year
- 24 from last year have not yet renewed their membership
- only 26 without an email address
Traffic
• email from Norman Clark re: speed of traffic on
Rockland
DISCUSSUION: Start a wish list for the next iteration on the
Transportation plan. Any suggested remedies for Rockland Speeding?
ACTION: JS draft a letter to the City to determine the status of the
current plan and the intentions for a new iteration.
Garden –
• Problems with unauthorized work by Neighbour’s
concern of fire hazard associated with the Snowberry stand – sprinklers
were deployed.
• City surveyed the property line - current fence
line is within 2 inches
• Next Spring – propose to develop a brochure
highlighting the garden as an example of community cooperation,
greenways and environmental education.
