ROCKLAND NEIGHBOURHOOD ASSOCIATION
Meeting of the Board of Directors

 

December 14th, 2011

 

Directors Present:   Janet Simpson (JS), Bob June (BJ), Dave Clark (DC), John Caldwell (JC), John Edwards (JE),  Jane Wheatley (JW), Bill Brooks (BB).

Summary of motions and actions:

Motion – DC will try to get an AGM speaker to give a LiDAR talk , failing that go with new Councillor panel.

Action – 150 Year Celebration Committee will come to the January Board Meeting with a proposal – and budget.

Introduce Ben Isitt, our new council rep – 250-882-9302  ben@isitt.ca

 (Geoff Young is now Fernwood) rep)

            Ben sat on Fernwood’s Community Association meetings. Knows from campaigning that Rockland issues include urban deer, redevelopment. Other high profile issues?

BB – what is the best strategy to get action on some issues, e.g., grade manipulation, Floor-space ratio (40% site coverage is current guide) ?

(ans) Get issues in writing to Ben and he will move them on to City Staff.

 

BJ – Changing representative on an annual basis is disruptive. We were working towards the Gonzales approach to redefining our zoning – what is the status – last changes were in the spring – Building height rooftop patios and semi-detached buildings were addressed, but some other items are still outstanding.

Draft OCP has specific language for Rockland on “sensitive densification” (DC - because that language is in our neighbourhood plan).

 

BB – 1064 Beverly applying for re-zoning. (R1-A to “site-specific new zone” – undefined.)

 

JS-  lack of park space.

 

DC -  Integrate greenways, Pemberton Trail, Urban Forest Master Plan into the new OCP  and the first phase of Local Area Plans (Stadacona Village, Fort Street - Oak Bay Avenue Corridor.

2.     150 Year celebration

1.     Close down Rockland – Spring Street Party – funding application must be in by February 3rd.

2.     Keep applications generic for any time in 2012 Spring may be too early – Musicians, street control, toilets, food?

ACTION Committee will come to the January Board Meeting with a proposal – and budget. (4 board members are on the Committee)

1770 Rockland – Heritage designation for “Biggerstaff Wilson” home -  implications – Variance requested for extension, stairwells, elevators at the back, garage in front (?)

                        Newsletter content deadline January 15th.

 

                        Membership – Welcome committee (Eileen Nurmi and Susan Simpson) reports 7 visits this past month.

Urban Forest Management Plan 

New draft released last week. Comments received up to December 31st, with a round of public engagement in January/February.

Urban forest – 50 year Vision, strategies, 20 year strategies. 5 year Parks Plan. Dave has electronic copy if anyone wants to review
