The City of Victoria has established a family of neighbourhood communities, each geographically defined, as a means by which to reach out to its residents. The Rockland neighbourhood is one of twelve sibling communities and with a population count that places it among the smaller family members. Rockland residents, as did those of other neighbourhoods, undertook, to form an association registered under the B.C. Societies Act and in conformance with the Act, each year elects a board of directors comprising volunteers from the community. In recognizing the Rockland Neighbourhood Association, the City assigns a councillor to serve as liaison with the Board, thereby establishing a line of two-way communication between residents of the community and City Hall. It falls not only upon the Association, but also upon residents to support their Association in order for that amenity to serve effectively the needs of the community.
